Opportunity for tissue paper in Sri Lanka?

Old newspaper as tissue paper

This is a detour from the usual Asia-Pacific coverage. On a short trip to Sri Lanka, I have discovered to my amazement the use of cheap paper including old newspaper as tissue paper in eatery outlets. Sri Lankans usually eat with their right hands. After eating, they will usually wash their hands and perhaps it is cheap to use paper for wiping hands afterwards. Wouldn’t it be rather unpleasant if hands are wiped using old newspapers? Perhaps there is an opportunity to replace paper with proper tissue paper? That’s a food for thought.
